About Us - City Clerk
The Mission
To capture and archive the public record accurately, making it available as quickly and as broadly as possible, and to safeguard the integrity of the election process by applying technology and improved business processes.
The Functions
Appointed by the City Commission, the City Clerk performs activities prescribed by state and local laws.
The Office of the City Clerk is responsible for the recording, transcribing and safeguarding of Commission minutes and legislation; legislative research; lobbyist registration; bid openings; records management administration citywide; boards and committees administration; acceptance of passport applications for United States citizens; attesting to contracts; attending bond validation proceedings, supervising and certifying the results of municipal elections, as well as employee representation at Civil Service Board elections and other designated advisory boards.

Passport Application Procedure
Adult Applicant (16 and older)
- Original birth certificate if born in the U.S. or original naturalization certificate if born outside the U.S., if U.S. passport was never issued, or was issued as a minor
- Previous U.S. passport, if one was ever issued
- Photo I.D. (U.S. Driver’s License or U.S. Identification Card)
- Two passport photos (Photo service is available at this location for a fee of $12.00)
- Check or money order, ONLY, payable to the “U.S. Department of State”
Regular Service of 10 weeks for $75.00, OR
Expedited Service of 4 weeks for $135.00
- Processing fee of $25.00 in cash, check or money order payable to the “City of Miami”
- Applicant MUST be present at the processing of the application
Child Applicant (15 and younger)
- Original birth certificate (Long form indicating parents’ names)
- Previous U.S. passport, if one was ever issued
- Parents’ U.S. Driver’s Licenses or U.S. Identification Cards
- Two passport photos (Photo service is available at this location for a fee of $12.00)
- Child MUST be present at the processing of the application
- For children 13 and younger, both parents should be present. In the event one parent is unable to be present, the other parent MUST complete and notarize a “Statement of Consent Form” accompanied by a copy of their U.S. Driver’s License or U.S. Identification Card
- Check or money order, ONLY, payable to the “U.S. Department of State”
Regular Service of 10 weeks for $60.00, OR
Expedited Service of 4 weeks for $120.00
- Processing fee of $25.00 in cash, check or money order payable to the “City of Miami”

- Which records are "public records"?
All records in the office of the City Clerk are public with the exception of: (a) home addresses/phone numbers of current or retired police officers, fire fighters, and code enforcement officers; (b) transcript of attorney-client sessions; (c) election complaints prior to file order from State Election Commission; and (d) any other records deemed exempt under Florida Statue 119.
- What is my right to inspect "public records"?
You may view records at our office- 3500 Pan American Drive, Dinner Key, Miami, Fl, Monday through Friday, from 8:00 A.M. to 5:00 P.M.
- How can I obtain a copy of "public records"?
Copies can be made in our office.
- What is the charge for reproducing "public records"?
*Photocopies cost 15 cents per single-sided page and 20 cents per double-sided page.
*CDs cost $15.00 each.
*Certificates cost $1.00 each.
